Funds for basic services in Venezuela
Manuel Rosales proposes using Venezuela's liquid assets overseas including the $5.6 billion the IMF allocated for the Covid-19 pandemic, the $600 million in the Bank of England, and the $1.2 billion in a bank in Portugal, to provide basic services for Venezuelans (water, energy, health, and education). According to the idea, the money would be managed by the Andean Development Corporation (CAF), the Inter-American Development Bank (IDB), and the United Nations (UN).

Gustavo Petro, who will assume office on August 7th, is anticipated to reopen the Colombia-Venezuela border as soon as the following day
